Overview
Partner services (PS) has been shown to be an effective public health mechanism to help identify HIV/STD cases and promote infection control in the United States. CDC recommendations encourage the offering of PS to persons with HIV infection, syphilis, gonorrhea, or chlamydial infection and their partners, but limited data exists on the most effective way for public health professionals to implement PS in the face of limited resources and budgetary constraints. Previous research into New York’s integrated HIV/STD Field Services program has revealed a lack of quality evaluation and comparative assessment of PS intervention activities. Through the application of performance management and quality improvement principles, a quality assessment of PS activities could help identify best practices, provide guidance for prioritizing PS activities, and promote effective allocation of public health resources.
